8. Melton Mowbray Sustainable Neighbourhoods

The indicators used in this chapter seek to give an insight about how some of the Strategic Growth policies are performing and the trends these are following. The Policies related to this chapter are:

  • SS4. South Melton Mowbray Sustainable Neighbourhood

  • SS5. North Melton Mowbray Sustainable Neighbourhood

  • IN1. Transport and Strategic Transport Infrastructure

8.1. Melton Mowbray North Sustainable Neighbourhood (NSN) progress (Source: MBC)

  • Target: To deliver 125 dwellings by 2021. To deliver 1500 dwellings by 2036 and a Primary School.

  • Performance 1. 0 dwellings have been built by 2017. No Primary School has been delivered yet.

  • Next update: Middle 2018

  • The information is retrieved by the MBC officers via regular site visits and discussions with developers.

Trend:

Steady. No houses or primary school has been delivered yet or is under construction. We are in a early stage for the delivery of any building in either SN. Pre-application discussions are well advanced and a planning application is expected in early 2018. It is expected to meet the 2021 target in terms of housing provision. The primary school is likely to be delivered later in the development programme.

Summary of performance:

Uncertain at this early stage

8.2. Melton Mowbray South Sustainable Neighbourhood (SSN) progress (Source: MBC)

  • Target: To deliver 250 dwellings by 2021. Deliver 1700 dwellings by 2036, 20ha of employemnt and a Primary School.

  • Performance 1. 0 dwellings have been built by 2017. No Primary School or employment land have been delivered yet.

  • Next update: Middle 2018

  • The information is retrieved by the MBC officers via regular site visits and discussions with developers.

Trend:

Steady. No houses or primary school has been delivered yet or is under construction. We are in a early stage for the delivery of any building in either SN. However, outline planning permission has already been granted for 520 dwellings on part of the SSN and a planning application is pending for 1500 elsewhere within the SSN. It is expected to meet the 2021 target in terms of housing provision. The primary school and the Employment land off Leicester Road are likely to be delivered late in the process.

Summary of performance:

Uncertain at this early stage.

8.3. Melton Mowbray Distributor Road progress (Source: LCC)

  • Target: Progress in accordance to the timeline established by the DfT (LCC) for submission of outline business case for MMDR

  • Performance 1. Public Consultation on September 2017 (instead of March 2017).

  • Performance 2. Outline Business case expected by December 2017 (instead of October 2018)

  • Next update: As per the schedule (see 'Additional Information' below)

  • The information is updated by the Leicestershire County Council on a regular basis, and these updates are reflected in the AMR.

Trend:

Slightly positive. Despite the Public Consultation being latter than expected, the Outline Business Case is likely to be done much earlier than was established in the original timetable.

Summary of performance:

Uncertain. Just one stage has been completed in relation to the original timetable. This stage was expected to be earlier, however the second measurable stage (Outline Business Case) is coming 10 months earlier.
