Adoption
Melton Borough Council adopted the Melton Mowbray Town Centre Design Guidance Supplementary Planning Document (SPD) on 18th September 2025. The adopted SPD and supporting documents are available using the below links, or paper versions can be viewed during normal opening hours at the Melton Borough Council Offices.

Why has an SPD for the town centre been adopted?
Supplementary Planning Documents (SPD) provide detailed guidance on specific aspects of planning policy and are a material consideration in the determination of planning applications. The Melton Mowbray Town Centre Design Guidance SPD provides guidance on the public realm, shopfronts and wayfinding aims to enhance the vitality and vibrancy of the town centre by promoting high-quality design that respects the town's heritage, supports economic growth, and improves public spaces and accessibility.
The SPD supports the delivery of Theme 3 of the Council’s Corporate Strategy, which focuses on improving the town centre through the development and implementation of a town centre design guide. Additionally, the Melton Mowbray Conservation Area has been designated for many years by Historic England as ‘at risk’ and the SPD provides guidance to support the retention and enhancement of heritage features, which complements the approach taken by Policies EC5, EC6, EN13 and D1 of the Melton Local Plan 2018.
