Melton Local Plan Partial Update:
Main Modifications Consultation

The Council published the Melton Local Plan Partial Update Main Modifications Consultation, inviting comments from Friday 30th October to Monday 14th December 2026, 11.59pm. See the Statement of the Representations Procedure for this consultation.

The Plan was submitted to the Planning Inspectorate for independent examination in March 2026. Public hearing sessions were subsequently held in September 2026. Further information on the examination process can be found on the Local Plan Examination webpage.

The independent Planning Inspectors have now proposed a series of changes to the Plan, known as Main Modifications. These are changes that the Inspectors consider necessary to ensure the Plan is legally compliant and sound. This consultation is being run on behalf of the Inspectors to seek views on the proposed Main Modifications and is expected to be the final stage of the examination process before the Inspectors prepare their final report, which will enable the Council to formally consider adoption of the Plan.

The Scope of the Consultation

At this stage in the examination process, the Inspectors are inviting comments only on the proposed Main Modifications and the associated consultation documents listed below:

  • Schedule of Main Modifications

  • Schedule of Policies Map Modifications

  • Sustainability Appraisal Addendum

  • Habitats Regulations Assessment Addendum

This consultation does not offer the opportunity to repeat or raise further representations about other parts of the Plan, or seek wider changes, which are not relevant to a Main Modification. Comments made during the previous public consultations and during the examination process are in front of the Inspectors and will be considered by them in their final report to the council.

Additional Documents

For information purposes, we have also published the following documents alongside the consultation material:

  • Schedule of Additional Modifications. This document sets out minor amendments proposed by the council, including factual updates and drafting changes to improve clarity, consistency and readability. Unlike the Main Modifications, these changes are not necessary to ensure that the Plan is sound or legally compliant.

  • Track Changes Version of the Submission Plan. This document shows how the Schedule of Main Modifications would appear if incorporated into the Plan. The proposed Additional Modifications have also been incorporated for ease of reference.

These documents are provided for information purposes only and do not form part of the Main Modifications consultation. Any representations received on these documents will not be considered by the Inspectors.
