The Council has received the Inspector’s Report on the Examination of the Local Plan, and has published it today.

The Report is accompanied by a separate Appendix containing the recommended Main Modifications.  

 

Planning Inspector Mary Travers concluded that the Plan provides an appropriate basis for the planning of the borough, subject to a number of main modifications. She also concluded that the Plan complies with all relevant legal requirements.

Consultation on Main Modifications to the Melton Local Plan

 

Melton Borough Council’s Local Plan was submitted to the Secretary of State for independent examination in October, 2017. Planning Inspector Mary Travers was subsequently appointed to undertake the examination with public hearing sessions held between the 30th January to the 8th February, 2018. This was followed by two ‘mini-consultations’ on the subject of housing delivery and the relationship between the Local Plan and advanced Neighbourhood Plans.

As part of the examination process a number of proposed Main Modifications have been identified. A Main Modification is an amendment which is considered necessary to make the Plan sound, and is required in order to address concerns raised by either the Inspector or other representors during the examination process.

The Council has prepared a schedule setting out the proposed Main Modifications it considers necessary in order for the Local Plan to be found sound and has consulted on them. The consultations closed on 2nd August. The Council also published the following documents:

  1. A Schedule of Additional Modifications, relating to smaller matters, such as clarification of policies.

  2. Proposed Changes to Policy Maps

  3. An updated site assessment for ASF3 (Hoby Road, Asfordby)

  4. An updated Habitats Regulation Assessment; and

  5. An update to the Sustainability Appraisal

  6. A 5 Year Housing Land Supply Document (HS1c document)

  7. A factual update note

All comments made on Main Modifications have been sent to the Planning Inspector for her consideration before she issues her final report. The Council is considering any comments on the 'Schedule of Additional Modifications' and the 'Proposed Changes to Policy Maps'; these have not been sent to the Planning Inspector.
